In the above, primarily economic areas Thatcher has devolved power to others i.e. shareholders. Margaret Thatcher spent a lot more of her time, though, taking power from other organisations and concentrating them in Westminster. The most notable example of this power struggle was against local government in general and Ken Livingstone's GLC in particular. Thatcher also opposed further UK integration into Europe perhaps to preserve her powers. So while Thatcher believed in personal freedom she also believed very strongly that in areas such as law and order or defence the government should be strong. Mrs. Thatcher's tenure included reforms in public spending and social services which helped make Britain's economy more efficient. In her first few years of office government spending was cut by £1 billion, including cuts in housing, energy, education, employment, industrial subsidies, transport and foreign aid.
